报道讲话
报告某人所说或所问的内容，无需新的紧张阶梯。
English often backshifts (“She said she was tired”). Esperanto usually keeps the original tense inside ke: Ŝi diris, ke ŝi estas laca — she said that she is tired (and she still meant present). For a past fact: Ŝi diris, ke ŝi estis laca. Questions become ĉu or a ki- word: Li demandis, ĉu mi venos. Li demandis, kie mi loĝas. Commands become -i or ke + -u: Ŝi petis min sidi. Ŝi diris, ke mi sidu.

保持演讲者的紧张
If they said “I am tired,” report estas, not estis, unless you mean they were tired at some earlier time. The outer verb (diris, demandis) already shows that the speaking happened in the past.
